Casselton Highway 18 Corridor Study

Study Background

 

In 2025 Metro COG was approached by the city of Casselton to analyze certain aspects of ND Hwy 18 (Governor’s Dr) in Casselton south of Swan Creek.  With the growth of both vehicular and truck traffic along the corridor, and with development occurring along Hwy 18, Metro COG embarked on this corridor study in early 2026.

This study extends from Cottonwood Dr/Morningside Dr to I-94 (approximately 1.1 miles) and is guided by a study review committee with representation from the city of Casselton, ND Dept. of Transportation (NDDOT), and Metro COG.  Public and stakeholder input will also play an important role in this study.

This study will conduct the following:

  • Analyze existing traffic conditions to determine if any improvements are needed;
  • Analyze future traffic conditions to determine which improvements may be necessary and when improvements should occur;
  • Analyze crash history to identify any problem areas, and if so, what improvements could improve safety;
  • Examine bicycle/pedestrian needs to ensure all users can utilize the corridor effectively and safely;
  • Examine existing and future access points to ensure corridor can function safely and effectively today and into the future;
  • Work with the city and state to ensure the corridor meets the goals and objectives of both Casselton and the NDDOT;
  • Engage the public and stakeholders to understand their experience, concerns, ideas, and desires for the corridor; and
  • Provide a final study document on the findings and recommendations of this study for use by the city of Casselton, NDDOT, and others.
